The form could not be submitted for the following reasons:
Environmental Impact Assessment (EIA) is a process that identifies both the positive and negative environmental effects of proposed developments prior to planning permission being considered. It aims to prevent, reduce or offset any identified significant adverse environmental effects of development proposals.
The EIA process is a method of ensuring that planning decisions are made in the full knowledge of the environmental effects and with full engagement of statutory bodies, local interest groups and members of the public.
The requirement for an EIA will only affect a small number of projects in Jersey. Below is the list of developments which will require an EIA. Any changes or extensions to a development that was previously subject to an EIA will also require an updated EIA.

An EIA will be required if the proposal involves the:
change of the use of uncultivated or semi-natural land to use for an intensive agricultural purpose and where the area of the land exceeds 0.5 hectares
development of a water-management project for agriculture, including irrigation or land drainage project and where the area of the project exceeds 0.5 hectares
construction or installation of an intensive livestock installation and where the area of the installation exceeds 0.5 hectares
development or construction of an installation to rear fish and where the area of the installation exceeds 0.5 hectares
An EIA will be required if the proposal involves the:
extraction of peat
carrying out of deep drilling, including, in particular
geothermal drilling,
drilling for the storage of nuclear waste material, or
drilling for water supplies, but excluding drilling to investigate the stability of the soil
extraction of minerals(other than metalliferous and energy-producing minerals) including, in particular, marble, sand, gravel, shale, salt, phosphates and potash
extraction of coal or lignite, whether by underground or open-cast mining
extraction of petroleum
extraction of natural gas
extraction of ores
extraction of bituminous shale
extraction of minerals (other than metalliferous and energy-producing minerals) by open-cast mining
extraction of minerals by fluvial or marine dredging, except maintenance dredging
development of a surface industrial installation for the extraction of coal, petroleum, natural gas or ores or bituminous shale
installation of a coke oven for the dry distillation of coal
construction of an installation for the manufacture of cement
An EIA will be required if the proposal involves the:
construction of a power station or an installation for the production of electricity, steam or hot water, not being a domestic scale solar panel or wind turbine
construction of an industrial installation to
carry gas, steam or hot water, or
transmit electrical energy by overhead cables
construction of an installation for the surface storage of natural gas, where the
area of any new building or structure exceeds 500 square metres, and
installation will be sited within 100 metres of a stream, pond or reservoir
storage of combustible gas underground, where the
area of any new building or structure or the storage area exceed 500 square metres, and
storage area will be sited within 100 metres of a stream, pond or reservoir
surface storage of fossil fuel, where the
area of any new building or structure, or the deposit exceed 500 square metres, and
deposit will be sited within 100 metres of a stream, pond or reservoir
provision of an installation for the industrial briquetting of coal or lignite
construction or change of use of an installation for the production or enrichment of nuclear fuel
construction or change of use of an installation for the reprocessing of irradiated nuclear fuels
construction or change of use of an installation for the collection or processing of radioactive waste
An EIA will be required if the proposal involves the construction or change of use of an installation for
an ironworks or steelworks, including a foundry, forge, drawing plant or rolling mill
the production (including smelting, refining, drawing and rolling) of non-ferrous metals, other than precious metals
the pressing, drawing or stamping of large castings
the surface treatment and coating of metals
boiler making or manufacturing reservoirs, tanks and other sheet-metal containers
the manufacturing or assembling of motor vehicles or manufacturing motor-vehicle engines
use as a shipyard
the construction or repair of aircraft
the manufacture of railway equipment
swaging by explosives
roasting or sintering metallic ores
An EIA will be required if the proposal involves the construction or change of use of an installation for the manufacture of glass
An EIA will be required if the proposal involves the construction or change of use of an installation for the
treatment of intermediate products and the production of chemicals
production of pesticides or pharmaceutical products, paints or varnishes, elastomers or peroxides
storage of petroleum or petrochemical or chemical products
An EIA will be required if the proposal involves the construction or change of use of an installation for
the manufacture of vegetable or animal oils or fats, where the new floor area of the installation exceeds 1000 square metres
the packing or canning of animal products, where the new floor area of the installation exceeds 1000 square metres
the manufacture of dairy products, where the new floor area of the installation exceeds 1000 square metres
brewing or malting, where the new floor area of the installation exceeds 1000 square metres
confectionery or syrup manufacture, where the new floor area of the installation exceeds 1000 square metres
the slaughter of animals, where the new floor area of the installation exceeds 1000 square metres
the manufacture of industrial starch, where the new floor area of the installation exceeds 1000 square metres
use as a fish-meal or fish-oil factory, where the new floor area of the installation exceeds 1000 square metres
use as a sugar factory, where the new floor area of the installation exceeds 1000 square metres
An EIA will be required if the proposal involves the construction or change of use of an installation
for use as a wool scouring, degreasing or bleaching factory, where the new floor area of the installation exceeds 1000 square metres
to manufacture fibre board, particle board or plywood, where the new floor area of the installation exceeds 1000 square metres
to manufacture pulp, paper or board, where the new floor area of the installation exceeds 1000 square metres
for use as a fibre-dyeing factory, where the new floor area of the installation exceeds 1000 square metres
for use as a cellulose-processing or production installation, where the new floor area of the installation exceeds 1000 square metres
An EIA will be required if the proposal involves the construction or change of use of an installation to manufacture or treat elastomer-based products.
An EIA will be required if the proposal involves the:
carrying out of an industrial estate development project, where the area of the development exceeds 0.5 hectares
carrying out of an urban development project, including the construction of shopping centres, car parks, sports stadiums, leisure centres and multiplex cinemas, where the floor area of the buildings included in the project exceeds 10,000 square metres
installation of a cable-car
construction of a road, where the area of the road, including any pavements, exceeds 0.5 hectares
construction of a harbour, including a fishing harbour
construction of an airport
canalisation or flood-relief works, where the area of the canal and any auxiliary work exceeds 0.5 hectares
construction of a dam or any other installation designed to hold water or store it on a long-term basis, where the area of the dam or installation exceeds 0.5 hectares
construction of a tramway, elevated or underground railway, suspended line or similar line
construction of an oil or gas pipeline installation
installation of a long-distance cable for the transmission of electricity
construction of a long-distance aqueduct
construction of a marina
construction of coastal works to combat erosion, (but not the maintenance and reconstruction of such works)
construction or placing of maritime works that are capable of altering the coast by virtue of their construction or placement
An EIA will be required if the proposal involves the:
construction of a holiday village or hotel complex and associated developments in a rural location, where the area of the development exceeds 0.5 hectares
construction of a permanent racing or test track for cars or motor cycles
laying out of a golf course and the construction of any associated development, where the area of the course and any associated development exceeds 0.5 hectares
construction of an installation for the disposal or treatment of waste (including waste from mines and quarries and vegetable waste)
construction of a waste water treatment plant, including a treatment plant that forms part of any other development, where the area of the plant exceeds 0.5 hectares
change of use of land to use as a site for the deposit of sludge(but not treated or pelleted sludge)
change of use of land to use as a site for the storage of scrap metal, where the land is within 100 metres of a stream, pond or reservoir
installation of a test bench for engines, turbines or reactors, where the area of new floor space of the development exceeds 1000 square metres
construction or change of use of an installation to manufacture artificial mineral fibres, where the area of new floor space of the development exceeds 1000 square metres
construction or change of use of an installation to manufacture, package, load or place in cartridges gunpowder or other explosives, where the area of new floor space of the development exceeds 1000 square metres
construction or change of use of an installation or the change of use of land for use as a knackers yard, where the area of new floor space of the development exceeds 1000 square metres
development on land covered or, in the normal course of tides, from time to time covered by sea water
