You don't need planning permission to create an access or widen an existing access to agricultural land for agricultural purposes provided the following conditions are met where relevant:

approval from the relavant highway authority has been obtained before the means of access has been made or altered
where a new access is formed, a gatepost of any natural material no higher than 90 centimetres high must be erected on each side of any new access
where an existing access is widened, any existing gateposts must be relocated to either side of the access
any adjoining roadside wall or banque is reinstated
